I'm linking to forms together by writing
CODE

Dim form2 As Form
form2.Show()

but im not sure how to graphically design the second one. I could just copy the windows designer code, but that would probably take a few hours to get it right and i don't want to do that. Does anyone know how i could just use the toolbox in Visual studio 2003?

Pretty much, I made a GUI for the first form, but i don't know how to do it for the second one, can anyone tell me how

I'm really not understanding your question. Are you looking for a way to copy your form? If so then right click on the form in the solution explorer, select "Copy", then paste it, that'll give you a replication of the first form
