Wordpress is a powerful blogging tool and allows for easy and complete customization. You could always reference php and mySql to create one from scratch but there is no use re-inventing the wheel.

I tried blogger, typepad and found wordpress to be the best when it comes to customization.

I also agree with blogger if you are looking for something to start out with. I used blogger for about two years and loved it.

Wordpress all the way. http://wordpress.com offers the ability to start a hosted blog for free, much like Blogger.

My first was on blogger, then I wanted something more and attempted to make my own, it worked until I tried to update it later on and it broke. My next one will be better.

But yes, either blogger or wordpress are good starting points.
