You'll need to learn at least one server-side programming language, in addition to front-end languages like HTML, CSS, and Javascript. Then you'll need an idea, a database, and a web server to host it on. It's not really for the faint of heart.

If you are looking into creating something like Runescape you will have to learn Java, and how to connect that with a server side application to update the database as well as show the chat log and other characters on the screen. You will also need to learn a LOT about how to create 3D renders and have them look right in Java. There i a lot of work to do, but it is possible if you are willing to spend a few years (maybe closer to 10) working towards a single goal.
