It's impossible to say "how much", but as far as what type, you will need a server side language such as ASP, PHP, or cgi-bin, & databasing such as MySql, MsSql, or any others.

I think you mean MySQL rather than mssql. You should also throw in C, as they do a lot of work in that, what with writing PHP extensions and patching the PHP core.

Of course, what Yahoo and Facebook actually use is completely beside the point. They do positively massive amounts of traffic and so are not even remotely representative of the average site. For the average site, the technologies already listed pretty much cover what you need.
