I want to create an open and closed forum at the same time, so closed section would be entirely for members-only and the open section would be for anyone who wishes to post. How should I do this?

so essentially like DIC with readable public content and no posting ability? there are free forums available such as phpBB, but you may need to elaborate on what you want.

Apache is a web server, it allows you to turn a computer into a website host effectively, or in the case of many, install things like PHP, Perl, MySQL, etc and do web development on your local machine.
