Well website design is not exactly like fashion design in the idea that there are "hot colors for the season" or anything. Having said that all basic color theory rules apply as to what looks nice and not. So I would look under the topic color theory for some ideas. However if you are going to go with a black site, pretty much any color that is not extremely dark can be put on the black and make it pop. I have seen great designs that use black blue gray, black red orange, black blue white, black green and dark green, black red gray, black yellow white, black purple and a dark or midnight blue etc.
Notice I am picking three colors to form the basis of the theme with the idea that shades of these colors can be used for the fine detail such as links and setting off words to stand out.
But it is up to you. I suggest you break out a graphics program, put some colors together on an image and see if they appeal to you. Once you find a great color scheme, record the HEX/RGB values from the graphics program and you can then use it in your CSS and HTML templates.
